The coding scheme is a modified Florida Land Use/Land Cover and Forms 
Classification System (FLUCCS). A detailed discussion of the coding scheme can be
found in the SJRWMD 2009 Photointerpretation Key. The PI Key lists each class 
used in the 2014 land use / land cover layer,  with a detailed description, keys to 
photointerpretation, a list of similar classes, special mapping conventions if they 
exist, a sample DOQ image, and a field picture. SJRWMD staff may access the PI 
Key through GISDOC (Data, Data Users Guides).

*** LUCODE VS. LCCODE ***
Each feature is required to have two attributes, one emphasizing land 
cover (LCCODE) and the second land use (LUCODE).  In most cases, these two 
values are the same.  They differ in a minority of cases where separate cover and 
use values are required in order to adequately describe the mapping unit. The 
result is a map with dual codes. The LCCODE attribute can be used (mapped, 
queried, etc.) alone for a land cover emphasis; LUCODE can be used alone for a 
land use emphasis; or both can be used together.  

DUAL- CODING CONVENTIONS APPLIED IN THE 2014 DATA LAYER ARE DECRIBED BELOW:

Any polygon described by the following LUCODE values must be assigned a different LCCODE value:
       1650 - Reclaimed Mining Lands
       1670 - Abandoned Mining Lands
       1900 - Open Land 
       1920 - Inactive Land with Street Pattern but Without Structures 
       2120 - Unimproved Pasture 
       2600 - Other Open Lands - Rural

Any polygon described by the following LCCODE values must be assigned a different LUCODE value:
             8360 -  Other Treatment ponds (non-sewage). 
                   In this case, the LUCODE must be populated with the 
                   associated land use or purpose of the ponds, e.g. 
                   dairy (2520) or cattle feeding operation (2310). 

Polygons described by the following LUCODEs may at the discretion of the photointerpreter 
have differing values for LUCODE and LCCODE:
       1180 - Rural Residential (2-5 acres per dwelling unit) - 
                  A different LCCODE is only required where the LCCODE is Forested (the 4000
                  classes) or Shrub and Brushland (3200, 3300). 
                  To maintain the 2009 convention that 3100 be used only in natural or non- urban settings, 
                  3100 can no longer be used as a cover type with 1180.

DATA LINEAGE SUMMARY:
Land cover and land use in the St. Johns River Water Management District based 
on 2013-2016 digital orthophotography. This layer is a copy of the 2009 lulc 
dataset, with updates based on conditions in the 2013-2016 orthophotography. 
A revised PI Key for the 2014 update is in progress. The 2009 PI Key is still useful 
as a guide to the dataset. Source imagery is county imagery flown primarily by FDOT,
at varying dates . The 2014 map used the below imagery: Year Flight Season 
Counties2013 (Dec 2012 - Mar 2013) Duval2014 (Dec 2013 - Mar 2014) Alachua, 
Baker, Bradford, Clay, Flagler, Lake, Marion, Nassau, Osceola, Polk, Putnam, 
St. John s2015 (Dec 2014 - Mar 2015) Brevard, Indian River, Okeechobee, 
Seminole, Volusia2016 (Dec 2015 - Mar 2016) Orange NOTE: Mapping convention 
made for Marion/Alachua counties. Imagery Dates: 
Alachua - December 2013 - January 2014; Marion - March 2014 -April 2014. 
Implications for land cover mapping: We experienced a wetter than average winter, 
and significant rain fell between Alachua and Marion flight dates. Orange Lake 
looked very different in areas where the two county imagery datasets overlapped 
(higher water levels in Marion imagery). We decided on the following mapping 
convention: always map according to the Marion imagery where it exists.
The 2014 data is mapped to the extent of the previous update in 2009 as far as 
available imagery allowed. 
There is data to the east of Nassau County (outside our District and Water Basin 
boundaries) where no imagery was available. The 2014 data extends beyond its 
previous limit in a few small areas to fulfill an internal staff request. It continues the 
historical practice of mapping the portion of the Ocklawaha River Basin in Polk 
County that was transferred to the Southwest Florida Water Management District.

Where LUCODE definitions were missing applied the LCCODE definition for the same FLUCCS number. Next the records in the attribute table were UPPERCASED.
