This may be either a land use classification or a land cover classification in the case that keys to identification indicate a physiographic feature. SRWMD uses an adopted classification scheme, for more information on the adopted classification scheme please the Attribute Overview Description Section.

OTHER A secondary classification assigned to account for the fact that any given polygon may have more than one use or a use and a physiographic cover.

LANDUSE_DE A brief definition of the class code: description of the primary land use or land cover (FEATURE).

SOURCE Water Management District of Coverage/Origin.

SOURCE2 Secondary Agency of Origin.

FLUCCS_L1 The highest level (level 1) designation in a hierarchical coding scheme containing 4 levels.

LEVEL1 Level 1 land use description, based on the FDOT classification schema.

FLUCCS_L2 The second highest level (level 2) designation in a hierarchical coding scheme containing 4 levels.

LEVEL2 Level 2 land use description, based on the FDOT classification schema.

FLUCCS_L3 The third highest level (level 3) designation in a hierarchical coding scheme containing 4 levels.

The District has prepared a manual that provides a list of all the attribute values, 
entitled the SRWMD 1994-1995 Land Use and Cover Manual .  It is available in 
pdf format at md_lib/lclu/lcmanual.pdf, or in hardcopy form from the district. This 
manual describes each land use and cover code used in creating the database. 
It was used by the photo interpretation (PI) and ground-truthing teams during the 
process of creating the maps, to assign a code to each land use or cover 
polygon. The class descriptions  contain criteria, issues, and overall rationale 
behind each class in the classification system.

USER NOTES:
The classification system and mapping methodology are consistent over the entire
database.  Minor variations may occur due to differences between interpreters, 
reviewers, photography, and normal refinements in methodology over the course 
of the project.  The database has been reviewed for errors and consistency, but 
minor technical errors such as  'slivers', label errors, and overlapping segments 
may occur. A report on logical consistency is not available.
A completeness report is not available.  The database is complete for the entire 
District, and also extends across District boundaries into adjacent counties and 
the state of Georgia to varying degrees.  The referenced browse graphic shows 
the spatial extent of the data.
SRWMD
The District states that the thematic accuracy is 85% or greater for all level 2 
classification codes.  Level 2 refers to the first two digits in the class - examples 
are 2500 or 6100.  Further differentiation into level 3 or 4 classes, such as 2510 or
6150, meet a lower standard of attribute accuracy. 

SRWMD
The level of accuracy is lowest among those classes that are easily confused with
others, such as pastures, range, and open lands

GeoPlan relied on the integrity of the attribute information within
the original data.
INTRODUCTION
The 1994-95 Land Use and Cover Project was funded and completed as part of
Suwannee River Water Management District s (SRWMD) Surface Water Improvement
and Management (SWIM) program. This data is an important tool in understanding the
water resources and in monitoring changes in land use and cover over time in the
SWIM waterbodies - Suwannee River System, Santa Fe River System, Coastal Rivers
System, Alligator Lake, Waccasassa River System and Aucilla River System.
The land use and cover was photo interpreted from 1994-95 National Aerial
Photography Program (NAPP) 1:40,000 color infrared photography. Photo
interpretation was done on United States Geological Survey 7.5  quadrangle basis, with
similar cover types delineated into polygons on a mylar overlay. Data classification
follows a modified Florida Land Use Cover and Forms Classification System
(FLUCFCS) which was originally developed by the Florida Department of Transportation
(Procedure No. 550-010-001-a, September, 1985, Second Edition). These polygons
were then digitized into ARC/INFO using ARCEDIT with appropriate labeling added.
Ground-truthing was performed on all quads following a sampling regimen determined
by the SRWMD to be appropriate, which was based on the number of polygons and
common interpretation errors. Overall accuracy of this data is approximately 85% to a
SRWMD Code Level II.

LAND USE AND COVER CLASSIFICATIONS DEFINITIONS portion of this manual to

contain criteria, issues, and overall rationale behind the determination of the land use or
cover code assigned to a polygon. This document was designed as a reference
document for SRWMD GIS database users.

A report is not available.  Horizontal displacement of 50 feet or more can occur 
due to source materials, mapping methods, processing, positional control, and 
other reasons.  Average horizontal error is generally within 30 feet.  The map is 
intended to meet National Map Accuracy standards for 1:24000 scale products, 
which translates to 40 feet.

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data

DATA LINEAGE SUMMARY:
The land use and cover was photo interpreted from 1994-95 National Aerial 
Photography Program (NAPP) 1:40,000 color infrared photography. Photo 
interpretation was done on United States Geological Survey 7.5  quadrangle 
basis, with similar cover types delineated into polygons on a mylar overlay. Data 
classification follows a modified Florida Land Use Cover and Forms Classification 
System (FLUCFCS) which was originally developed by the Florida Department of 
Transportation (Procedure No. 550-010-001-a, September, 1985, Second Edition). 
These polygons were then digitized into ARC/INFO using ARCEDIT with  
appropriate labeling added. Ground-truthing was performed on all quads following a 
sampling regimen determined by the SRWMD to be appropriate, which was based
on the number of polygons and common interpretation errors.

NAPP Aerial Photography was the "source" material used for this map.  Other 
resources, such as existing land use maps, SSURGO Soils maps, NWI maps, and
 USGS Topo maps, were also used as ancillary information. The NAPP aerial 
photos were interpreted in stereo under varying  magnification. The resulting 
linework was digitized using the USGS 7.5' quadrangles as a positional reference.

The GeoPlan Center downloaded the original dataset landcover1994_95.zip - landcov94.shp from the Suwannee River Water Management District's website on August 8th, 2011. http://www.srwmd.state.fl.us/index.aspx?NID=319 http://fl-suwanneeriver.civicplus.com/gisdata/landcover1994_95.zip The dataset was originally in the following projection NAD_1983_HARN_StatePlane_Florida_North_FIPS_0903_Feet The dataset was reprojected to the FGDL Albers projection. Next the records in the attribute table were UPPERCASED. Next Polygons with an area less than 0.001 acres were Eliminate. Next the Repair Geometry Command was run 3x.
